In the attachment below you will find the UPHClean v2.0 beta bits for operating system running on 64 bit platform (AMD or Intel x64 — not Intel Itanium).
By default UPHClean takes action to allow profiles to unload. You can choose to have UPHClean only report what handles are preventing profiles from unloading. To do this, after installing UPHClean use the registry editor to set:
HKLM\System\CurrentControlSet\Services\UPHClean\Parameters\REPORT_ONLY to 1.
UPHClean will help with problems with files if the following registry value
is set to 1:
HKLM\System\CurrentControlSet\Services\UPHClean\Parameters\SHARING_VIOLATION_REMAP

1. Open File Explorer (Previous Windows versions Windows Explorer)
2. In the address bar type %APPDATA%\Microsoft\Crypto\
3. Rename the RSA folder to RSA.old
4. Reboot your device, and see if the problems are gone, if not continue
5. Go back to the address in step 2, now rename the entire Crypto folder to Crypto.old
6. Reboot - Reboot is not required
